A Directory of the Advisors and Experts in Each Experts’ Group for the Assessment of the Three Gorges Project Who Did Not Sign Their Respective Subject Reports, and Who Expressed Dissenting Opinions at the Enlarged Sessions of the Leading Group for the Assessment of the Three Gorges Project

(The number following the minus symbol represents the number of members who held concurrent positions on that particular group and on another.)

Experts’ Group on Geology and Seismology (24 members)

Experts’ Group on Dam and Appurtenant Structures (30-1)
Those who did not sign:
Chen Zongji, at the seventh session of the leading group’s study, out of a concern for inadequate air raid defense.

Those who held dissenting opinions but did sign:
Zhang Changling, at the eighth and ninth sessions,
proposed a two-phase development program;
Huang Wenzhao, at the ninth session, opposed the lock design and construction process.

Experts’ Group on Hydrology (17)

Experts’ Group on Flood Control (26)
Those who did not sign:
Lu Qinkan; his disagreement was prepared as a paper and was attached to the report of the experts group.
Fang Zongdai also submitted a supplementary document in disagreement with the report.

Those who held dissenting opinions but did sign:

Liu Shanjian submitted a supplementary document in disagreement with the report.

Experts’ Group on Sedimentation (31)
Those who held dissenting opinions but did sign:
Zhang Qishun, at the ninth session, proposed that the pool level should not exceed 160 meters.

Experts’ Group on Navigation (28-4)

Experts’ Group on Electrical Power Systems (32)
Those who did not sign:
Qin Xiudian, Cheng Xuemin, and Wu Yingzhong; all three submitted supplementary documents in disagreement with the report.

Experts’ Group on Electrical Equipment (57-2)

Experts’ Group on Resettlement (28)
Those who did not sign but did sign:
Li Yuguang (General Engineer of the State Bureau
of Land Administration).

Those who held dissenting opinions but did sign:
Hu Zhiyi, at the eighth session, expressed concern with regard to flood control and sedimentation in Sichuan.

Experts’ Group on Ecology and Environment (52-7)
Those who did not sign:
Hou Xueyu submitted a supplement in disagreement with the report.
Chen Changdu (Professor at Beida University
Department of Geography).

Those who held dissenting opinions but did sign:
Ma Shijun, at the eighth session, argued that the
project would do more harm than good to the environment;
Xi Chengfan, at the third session, argued that
the project should not be considered before there is a solution to the problem of soil erosion.

Liu Yinong, at the fourth session, out of a concern with the environmental impact of resettlement.

Experts’ Group on Multipurpose Planning and Reservoir Operating Levels (38-21)
Those who did not sign:
Qin Xiudian submitted a supplement in disagreement with the report.

Those who held dissenting opinions but did sign:
Shi Jiayang, at the eighth and ninth sessions, proposed that the pool level should not exceed 160 meters;
Luo Xibei, at the 10th session, proposed that the pool level should not exceed 160 meters.

Experts’ Group on Construction (23-1)
Those who held dissenting opinions but did sign:
Li Heding, at the 10th session, proposed that the pool level should not exceed 160 meters.

Experts’ Group on Comprehensive Economic Evaluation (56-10)
Those who did not sign:
He Gegao, Huang Yuanzhen, and Guo Laixi, who all submitted supplements in disagreement with the report.

Those who held dissenting opinions but did sign:

Zhang Wenzhu, at the ninth session, was concerned that investments would be diverted for other uses;

Wu Boshan, at the ninth session, proposed that the project was inappropriate due to the state’s financial constraints.
