Vigneault, who left his role as the director of the Canadian Security Intelligence Service (CSIS) in July, describes “cognitive warfare” as an evolution of psychological warfare, that integrates traditional psychological and information operations with advances in computer, cognitive, and neuroscience technologies.
Testifying before the Foreign Interference Commission on Sept. 27, Vigneault cited China’s use of cognitive warfare against Taiwan as one of the most concrete examples of this type of strategy.
NATO has described cognitive warfare as a “whole-of-society manipulation” that has become a new norm in warfare.
