Greg Levesque, CEO of Strider Technologies, in his keynote speech to the summit on Nov. 25, told attendees the Chinese Communist regime’s technology theft tactics included recruiting overseas Chinese researchers to steal foreign technology and using research partnerships to mask intelligence activities.
As one example, Levesque identified the Tianjin International Joint Academy of Biomedicine (TJAB), a platform to attract overseas talents designated by the All-China Federation of Returned Overseas Chinese and supported by the PRC. The Federation is managed by the United Front Work Department, the Chinese Communist Party’s main tool for foreign interference.
Levesque also mentioned China’s recruitment of top scientists from Los Alamos National Laboratory, one of the world’s most advanced scientific institutions. According to a 2022 study by Levesque’s security firm, recruits helped to develop key military and dual-use technologies for China (including deep-earth penetrating warheads, submarine noise reduction, and unmanned autonomous vehicles), with at least 162 scientists from Alamos returning to China to support various domestic R&D programs. Levesque noted that similar recruitment efforts have targeted other U.S. national laboratories, with over a third of the recruits part of China’s “Thousand Talents Program” in the case of Los Alamos.
