Natural gas billing spikes fuel consumer backlash, investigations in Sichuan and beyond

China’s “smart meters” aren’t so smart as consumer complaints spike against local state-owned energy monopolies dubbed “natural gas assassins.”

In recent weeks, residents of Chongqing and Chengdu have been experiencing mysterious spikes in natural gas consumption, as well as inflated gas bills after the installation of new “smart” gas meters. On Chinese social media, commenters likened the unexpectedly high gas bills to “home invasion robbery” (入室抢劫, rùshì qiǎngjié), and dubbed the Chongqing and Chengdu gas monopolies “natural-gas assassins.” The issue gained nationwide attention, with millions of online interactions and billions of impressions on Chinese social media platforms. In response to the public outcry, investigations were launched, leading to the removal of Chongqing Gas Group’s general manager and the acknowledgment of overcharging by local gas companies. Market regulators in Chengdu opened an investigation into the city’s natural gas monopoly, revealing shared ownership and record profits of the major gas companies. Despite promises of refunds, many questions remain, including concerns about the effectiveness and objectivity of the ongoing investigations.
