Today’s Iraq should not be burdened with past obligations incurred by Saddam Hussein, said new Minister of Planning, Mahdi al-Hafiz. Iraq’s former regime, not the Iraqi people, invaded Kuwait and contracted enormous loans, said al-Hafiz.
